Method and coverage
What we read, what we do not read, and how we read it: figures calculated on our database or measured, with their date and method.
The sources we read
- France: notices published in the BOAMP and on TED.
- Belgium: only notices published at European level (TED), about 4 in 10 calls for competition, in beta.
- Luxembourg: notices published on the Portail des marchés publics du Grand-Duché de Luxembourg and on TED, in beta.
- Germany: notices published in the federal publication service (Bekanntmachungsservice) and on TED, in beta. Notices published only on a Land platform or a private publisher's platform are not covered.
BOAMP
Bulletin officiel des annonces des marchés publics, the French official public procurement bulletin
Notices of French contracting authorities, national and European.
BOAMP: 388 days, from 1 October 2025 to 23 October 2026; 132,622 notices, about 342 per day.
TED
Tenders Electronic Daily, supplement to the Official Journal of the European Union
European notices (above the EU thresholds) of contracting authorities from: France, Belgium, Luxembourg, Germany.
TED: 379 days, from 10 October 2025 to 23 October 2026; 53,901 notices, about 142 per day.
Portail des marchés publics du Grand-Duché de Luxembourg
notices from Luxembourg contracting authorities, national tenders included
Portail des marchés publics du Grand-Duché de Luxembourg: 3,642 days, from 3 November 2016 to 23 October 2026; 151 notices, about 0 per day.
Bekanntmachungsservice
German federal notice publication service (Datenservice Öffentlicher Einkauf), European and national notices
Bekanntmachungsservice: 5 days, from 19 October 2026 to 23 October 2026; 1,885 notices, about 377 per day.
A day is covered when its collection is complete: the number of notices collected equals the number announced by the source. The covered days of a source are not necessarily consecutive (catch-up in progress). Only notices with a contracting authority located in a covered country are counted: France, Belgium, Luxembourg, Germany.
What is not covered
We only read the notices published in the BOAMP, on TED, on the Portail des marchés publics du Grand-Duché de Luxembourg and in the federal publication service (Bekanntmachungsservice). A contract published only on a buyer profile, on a platform or in a legal notice newspaper does not reach you.
France
Measured on 10 October 2026 on 300 contracts of EUR 40,000 or more awarded from March to July 2026, drawn at random from the French public procurement core data (DECP) and searched one by one: about 38% have no notice in the BOAMP or on TED.
- between EUR 40,000 and 90,000: 52% with no notice in the BOAMP or on TED
- between EUR 90,000 and 221,000: 39% with no notice in the BOAMP or on TED
- above EUR 221,000: 29% with no notice in the BOAMP or on TED
- social housing bodies, semi-public companies and local public companies: 17 out of 21 with no notice
- municipalities and their social welfare centres: 47% with no notice
Belgium and Luxembourg
In Belgium, only the European notices published on TED are read: about 4 competitions out of 10; those published only in the Bulletin of Tenders are not covered.
In Luxembourg, we read the feed of the Portail des marchés publics du Grand-Duché de Luxembourg every day, national tenders included, in addition to the European notices published on TED. Tender documents are obtained from the portal.
Germany
In Germany, we read the daily exports of the federal publication service (Bekanntmachungsservice), European and national notices, in addition to the European notices published on TED. Notices published only on a Land platform or a private publisher's platform are not covered. When a notice does not give its deadline in a readable form, it is flagged “to be checked at the source”, never guessed.
Building trades (works, CPV 45)
For a profile in these trades, the "what you would have received" preview shows the same warning.
How we read a notice
- Every value in the summary (deadline, value, criteria, procedure…) is read in the published notice, with the excerpt and the place it comes from.
- The deadline is only "certain" if all its mentions in the notice agree; otherwise it is "to be checked", with every possible reading. A date written in a change notice that differs from the structured date makes it "to be checked", whatever the language of the notice.
- A value or criteria missing from the structured fields of the notice but quoted in its text are flagged "to be checked", with the excerpt. "Not stated" means that we found them neither in the structured fields nor in the text.
- A link to the home page of a platform rather than to the procurement itself is flagged "to be checked".
How notices are selected
A profile is a list of included words, excluded words and areas. A notice that contains no included word is not sent to you: check your profile with the preview of last month, and adjust it.
Our view
- Priority: your trade is in the title or in a lot title, and at least 10 working days remain, with a confirmed deadline.
- Worth a look: one point needs checking: 5 to 9 working days, deadline to be checked or not published, published amount outside your limits, your trade only in the notice categories, or a single common word from your search.
- Too tight: fewer than 5 working days to bid.
- Poor fit: the notice requires a tender in a language you have not listed.
Working days follow the public holidays of the buyer's country. Our view does not read the tender rules (qualifications, mandatory site visit): check them yourself. It helps you sort, it is not a guarantee: the decision is yours.
What we have measured
- From 11 October 2025 to 11 October 2026, out of 95,517 calls for tenders, 84.0% of deadlines are read unambiguously, 15.7% are flagged “to be checked” and 0.2% are missing from the notice.
- From 11 October 2025 to 11 October 2026, the deadline shown changed because of a corrigendum for 10.0% of calls for tenders (9,599 of 95,517); for another 1.0% (969), the corrigendum made the date uncertain without changing it, and we show it as “to be checked”. On 11 October 2026, 348 contracts still open were only open thanks to a corrigendum.
- From 11 October 2025 to 11 October 2026, 1,977 change notices were published in the BOAMP in the form of an initial notice; 1,861 are linked to their original contract: they do not reach you as new contracts.
- From 11 October 2025 to 11 October 2026: 10,889 notices had an inconsistent time offset; 2,582 notices from overseas contracting authorities gave a time that may be local or Paris time. Each time, we show the possible times.
- The preview “what you would have received last month” is calculated on the real notices already collected, without an email address.
- Each details page and each alert names its source and links to the official notice, which is authoritative: BOAMP, Licence Ouverte 2.0 (Etalab open licence); TED, Commission Decision 2011/833/EU on the reuse of Commission documents; Portail des marchés publics du Grand-Duché de Luxembourg, written authorisation from the ministry dated 16 October 2026; Bekanntmachungsservice, CC Zero (public domain).
Measurements of 11 October 2026 on our database (command mesurer-positionnement), versioned with the code.
What we do not promise
Some tenders are not covered (see above), and we do not guarantee that you will win a contract. The official notice and the procurement documents are authoritative.
